This is all I get:

Warning: main() [function.main]: open_basedir restriction in effect. File(/submit_vote.php) is not within the allowed path(s): (/home/web/wno57932:/var/tmp:/usr/local/lib/php) in /usr/home/web/wno57932/Poll/poll.php on line 45

Can you help me?

Im not the best person with errors like that, but you may wish to check that you have PHP enabled in the directories you are using?

Thats all i can think of .. i think darkcarnival is the guru for these things

well it seems that your host has banned some functions needed for the script.

its a common thing on free hosts Wink

if your paying for this and your got banned functions, i would move somewhere else.

also just to make sure, did you chmod the files like the readme told you to?

No host would permit the users to access , view , nor modify the php.ini settings , if they did it would be a security breach. in the php.ini settings there is a directive which permits the host to disable certain php Classes and certain php built in functions.
